On Wednesday, October 8, 2008 Senior Investigator Don Dougan was pursuing a lead of a homicide witness in Cathedral City, California when he observed a transient on a bicycle. When he stopped and spoke with him, Senior Investigator Dougan's 18 years of police work prompted him to verify the identity of this person. After having received confirmation of the man's identity Senior Investigator Dougan realized that the transient was Robert Bowman a long sought fugitive wanted for the brutal abduction, rape and murder of 14 year old Eileen Adams in 1967. Robert Bowman had been living as a transient for the past 40 years and had roamed the streets of Southern California for the past 3 years. This fugitive had been spotlighted on "America Most Wanted" broadcast numerous times over the past few years. Senior Investigator Dougan was awarded by the District Attorney's Office of Riverside County, California the Certificate of Commendation for recognition of Meritorious Service in single-handedly removing a dangerous fugitive from the streets of Southern California. His Superior Wayne Hoy speaks highly of Senior Investigator Dougan's professionalism and commitment to Law Enforcement. He also stated that Senior Investigator Dougan was "very diligent and went above and beyond the call of duty in the apprehension of Robert "Bo" Bowman." Senior Investigator Don Dougan has been with San Bernardino County Sheriff's Department for the past 18 years. During his career he was assigned to Narcotics, SWAT and the Pacific Southwest Regional Fugitive Task Force. He is currently assigned to the Riverside County District Attorney's Office for nearly a year.
