Jorge Vasquez is accused of running over and ultimately killing 9-year-old Lance Turner in Indianapolis on February 27, 2000.
Young Lance Turner often played outside with his friends, goofing around and getting into mischief like most children his age.
But on Sunday, Feb. 27, 2000, one of his neighbors wasn't remotely amused with the boy's outlandish ways and decided to take the law into his own hands.
Around 2 p.m. that afternoon, Lance Turner, 9, allegedly jumped on the hood of Jorge Vasquez's late-80s model Honda Accord, and Vasquez became incensed.
He jumped in the car and hit the gas -- but Lance was still on the front hood. A witness believes Lance was just "playing around" but that Vasquez "probably took it serious."
According to the affidavit, Vasquez then drove up on the sidewalk and continued moving forward until Lance fell off the hood -- but remained attached to the underbelly of the car.
With Lance stuck underneath his Accord, Vasquez continued to drive off. Only when he hit a speed bump in the apartment complex parking lot did Lance dislodge from the vehicle, left for dead as Vasquez kept on going.
Police believe that Vasquez left the state a short time later, heading back down to Mexico, his true home of origin.
Vasquez was an illegal immigrant who had been using the identity of his brother, Angel Velasquez, to gain employment.
Until the day of the hit-and-run, Vasquez had been working at Harlan Bakeries in Avon, Ind. After not showing up to work the following two days, Vasquez was terminated.
But by then, the damage had already been done. Lance Turner died on the morning of Feb. 28 and Jorge Vasquez was long gone.
To this day, cops and prosecutors in Indiana are holding out hope that someone will notice Vasquez and turn him in -- so far they've been unable to get the tip they need that will provide justice for Lance Turner and the distraught family left behind by this tragedy.
