It's a case that has plagued cops and FBI agents in Washington, D.C. for nearly 20 years: the murder of an unidentified woman whose body was found discarded like trash in a Riggs Park area dumpster in 1990. But on Feb. 26, 2009, cops got a huge break in the case when they were finally able to identity Jane Doe as a young woman named Audrey Palmer.
