Raul Lopez was considered just another Borderland hustler who had racked up arrests for alien smuggling, bribery and other charges. But when El Paso County Sheriff's Deputy Jesus Gomez approached him on April 29, 2009, at a traffic stop, cops say Lopez took off as the lawman clung to the side of the truck.
