Cops say when Robinett was 5 years old, he shot off the tip of his right index finger while playing with a gun.
Robinett was dishonorably discharged from the Marines after he allegedly committed theft on base.
Robinett was convicted of robbing a bank in Bremerton, Wash., in 1998.
Cops say he did not use a firearm in his first known robbery; he slipped a note to the teller demanding money.
Cops say Robinett fled from his stolen Honda Pilot in November 2009, taking with him only a duffle bag.
Robinett was also convicted of robbing a second bank, stealing almost $50,000.
He was sentenced to seven years in an Arizona federal prison.
Robinett was released on parole and was supposed to return to Washington. He skipped town and never showed for his supervised release.
